PURPOSE: Council approval and authorize the executive to sign the State/Federal Agreement with Washington State Department of Social and Health Services, Home & Community Living Administration (HCLA). Expedited approval requested given delay in County approval to accept AAA State Federal Agreement.
BACKGROUND: The State/Federal Agreement provides for the following services, as specified in the AAA’s current area plan, either directly or through administrative oversight or subcontractors. The Snohomish County Area Plan on Aging includes the following services:
1. Title XIX Medicaid a. Core Services Contract Management b. Adult Day Services Program c. Nursing Services d. Case Management e. Laptop Replacement Schedule f. Community Living Connections/Information and Assistance Medicaid Administrative Claiming 2. Washington Roads 3. Senior Citizens Services Act (SCSA) 4. State Family Caregiver Support Program (SFCSP) 5. Kinship Caregivers Support Program (KCSP) 6. Kinship Navigator Program (KNP) 7. Tribal Kinship Navigator Program (TKN) 8. Senior Drug Education Program 9. Senior Farmers Market Nutrition Program (SFMNP) 10. Agency Worker Health Insurance (AWHI) for Non-Medicaid Services 11. Caregiver Training Tuition for Non-Medicaid Services 12. Home Delivered Meal (HDM) Expansion, 13. Senior Nutrition Services 14. Program of All-Inclusive Care for the Elderly (PACE) 15. Care Transitions 16. Medicaid Alternative Care and Tailored Supports for Older Adults 17. Long Term Services and Supports (LTSS) Presumptive Eligibility (PE)
SCC 4.26.025 authorizes the Executive to “approve grant documents (including but not limited to applications, certifications, contracts, and subsequent amendments) on behalf of the county for funds contributed to the county by grants that are included in a grant work plan approved by the county council by motion in accordance with SCC 4.26.025”. SCC 4.26.025 also authorizes approval in amounts up to $100,000 greater than the amount stated in the approved grant work plan. Motion 24-378 approved the 2025 Human Services Department Grant Work Plan. However, the grant amount exceeds the approved grant work plan by more than $100,000 and Council approval is required.
