PURPOSE: The purpose is to receive County Council’s consent for the Executive and Property Officer to sign Agreements for Snohomish County to enter into Puget Sound Energy (PSE) and private owners’ properties; which will allow County employees and consultants access onto properties owned by PSE and Private Owners to conduct environmental surveys for the Snohomish River Regional Trail Project.
BACKGROUND: On July 17, 2019, by Motion 19-193, the County Council approved the expenditure of up to $250,000.00 of Conservation Futures funds to acquire the Puget Sound Energy property in fee title ownership. The purpose of this acquisition was for future development of a Regional Trail connection from east of Airport Way south of the City of Snohomish to the City of Everett. County is in the process of conducting land and environmental studies associated with developing the regional trail, to help determine the best route alignment options. There are properties within the proposed trail area that are owned by private owners and Puget Sound Energy (PSE) described as Parcel ID 28050900400800 that require surveying and permission for County Consultants on behalf of the County, to enter and survey sections within the regional trail area.
