ITEM TITLE:

Title

Motion 25-173, amending the 2024 Annual Action Plan to Reallocate Community Development Block Grant Funding

body

DEPARTMENT:  Human Services

ORIGINATOR:  Debra May

EXECUTIVE RECOMMENDATION:  Lacey Harper 3/20/25

PURPOSE: Approve a motion to amend the 2024 Annual Action Plan

BACKGROUND: Snohomish County is the representative member of the Snohomish County Urban County Consortium (Consortium) for purposes of application, receipt, and administration of federal grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs.

Pursuant to Council Motion 24-181, the 2024 Annual Action Plan (2024 AAP) was approved on May 14, 2024.

The approved 2024 AAP included an award of $40,000 in CDBG funds for Snohomish County Legal Services (SCLS) - Legal Assistance for Low-Moderate Income Residents of Snohomish County (SCLS-Program), which provides legal advice and representation to low- and moderate-income Snohomish County residents who are at imminent risk of eviction, and those who are at imminent risk of homelessness and face debt-related barriers to accessing housing.

SCLS requested additional CDBG funding to add legal advice and representation for low-and moderate-income manufactured/mobile home park residents who own their home but rent the land the home is situated on as tenants. SCLS indicates that MHP residents may experience illegal rule changes, lease term renewals that may not comply with the laws or provide for accommodations for disabilities, putting them at risk of homelessness and displacement from an affordable housing option.

During the 2023 and 2024 funding rounds, there were not enough project application submitted to allocate all of the available CDBG public services funding leaving a balance to be reallocate.

This substantial amendment underwent a required ten-day comment period with the Consortium’s Housing and Community Development Policy Advisory Board which closed on January 30, 2025, and a required 30-day public review and comment period which closed on March 4, 2025. No comments were received from either comment period.

This proposed amendment, if approved, will add $87,305 in 2022 and 2023 reallocated CDBG funding to the 2024 AAP for the SCLS-Program, to include legal advice and representation to low- and moderate-income manufactured/mobile home park residents, bringing the total award for the program to $127,305 and providing services to 150 additional households.
