PURPOSE: Approval of Grant Agreement No. SEAFCAAC-2123-SnCoCN-00021 between The State of Washington Department of Ecology and Snohomish County for Shorelands FCAAP Competitive Planning Project.

 

BACKGROUND: •Snohomish County was awarded grant funds from the Washington State Department of Ecology to implement the Snohomish and Stillaguamish Vulnerability Assessment project.  • The Grant provides funding for conducting a vulnerability assessment of flood hazard and climate change, such as sea level rise and salinity, for both the Snohomish and Stillaguamish Rivers and their respective Estuaries. The project will identify and engage overburdened communities in the flood management planning area. The information gathered will build upon the adopted Snohomish County Hazard Mitigation Plan, the Comprehensive Management Plan, the Reach Scale Plans, as well as the risk analysis for the Lower Skykomish River. This work would be foundational to creating any new Comprehensive Flood Hazard Management Plan (CFHMP) for a Snohomish County watershed and/or updating the existing Stillaguamish Watershed CFHMP.  • Snohomish County and the Department of Ecology have negotiated a grant agreement. The total cost of the project is $500, 000. The eligible grant fund amount is $207,336. Snohomish County has agreed to match $51,834 of the eligible grant fund amount. The Washington State Department of Ecology has agreed to fund $155,502 of the eligible grant fund amount.  • If approved the grant effective date is July 1, 2021 with an expiration date of June 30, 2023.  • The July 1, 2021 grant effective date is the earliest date grant funding could begin for work performed and coincides with the state budget-cycle. Work performed by the County will not begin until the Grant Agreement is formally executed.

DEPARTMENT FISCAL IMPACT NOTES:  Grant was not included in the 2022 budget.  Department of Ecology will reimburse up to $155,502. Sufficient funding exists for the remaining $344,498 in match and County costs which will be paid by SWM Operating Funds. Funds for 2023 will be included in the proposed 2023 budget.  The reason this grant and this work were not included in this year’s current budget is because the FCAAP grant round was announced, and applications were due, after both the annual budgeting process and the annual Grant Work Plan process were completed for 2022.
