PURPOSE: To recommend the reappointment of Lisa George to the Snohomish County Board of Health.

 

BACKGROUND: RCW 70.05.035 requires all local health jurisdictions to establish a local board of health and on October 26, 2022, the Snohomish County Council adopted Snohomish County Code (SCC) 2.300.090 which establishes a board of health for the county and comprises of nine members - the Snohomish County Council chair and vice-chair, one elected member from a large/medium city in the county, one elected member from a small city or town in the county, one community stakeholder, one healthcare facilities representative, one healthcare provider, one public health consumer, and one tribal representative appointed by the American Indian Health Commission.

The following member is seeking reappointment to the Snohomish County Board of Health:
Lisa George, is seeking reappointment as a healthcare facilities representative. Ms. George has more than 35 years of healthcare experience as a nurse and administrator focused on improving quality and care delivery within Snohomish County’s largest hospital care system.

When Ms. George was originally appointed to the Board of Health on March 1, 2023, the original SCC 2.300.120 (dated 10/26/2022) was in place which states, “(3) the initial terms for the appointed members of the board of health shall be as follows: two members shall each serve a one-year term and three members shall each serve a two-year term. The board of health shall determine the initial term lengths primarily by member preference. Each of the initial terms shall be considered full terms for purposes of determining eligibility for services in future terms. Including the initial term, an appointed member of the board of health may serve up to two full terms. A full term shall be two years.”

A May 24, 2023, amendment to the aforementioned section was revised to, “The terms of office for board of health members shall be four years, with a limit of three terms in accordance with Snohomish County Charter section 9.60.”

Ms. George’s initial term of one year was approved by County Council prior to that amendment and as such, her term will expire on December 31, 2023. If approved, this would be Ms. George’s second term on the board and would be for a duration of four years.
