PURPOSE: To approve and execute a professional services agreement with Miller Creek Associates to consult on the Information Technology Department’s 2026 orthoimagery project and provide recommendations and a report.
BACKGROUND: The agreement with Miller Creek Associates is designed to supplement the County IT effort with technical assistance and consulting as a part of a much larger project for aerial mapping to create updated map images (like google maps). Snohomish County Information Technology (IT) has selected EagleView Technologies Inc, to acquire, process and provide 3” pixel, 9” pixel and oblique imagery for a portion of Snohomish County as a part of the County’s 2026 Orthoimagery Program. The County will manage the EagleView project plan, and quality control review project. Competition for this service is waived in accordance with SCC 3.04.203(e). Miller Creek Associates will perform image review consulting to IT along with recommendations and a final report to ensure the imaging vendor’s pictures are complete, correct, and high quality before we accept them and load them into our imagery data center. Approval of this Agreement will allow the Department of Information Technology to work with Miller Creek Associates to ensure quality controlled images result from the 2026 Orthoimagery Program.
