Executive/Council Action Form (ECAF)
ITEM TITLE:
Motion 25-157, authorizing the use of PB-24-005LY for the purchase of the residential room furnishing at the New Start Centers
body
DEPARTMENT: Facilities and Fleet
ORIGINATOR: Lance Meinhold, Architectural & Construction Project Manager.
EXECUTIVE RECOMMENDATION: Ken Klein 3/10/25
PURPOSE: The motion will allow Facilities and Purchasing to follow current county-side policies to complete the purchase of furniture for the residential rooms at the New Start Center of Edmonds.
BACKGROUND: Snohomish County has existing contract PB-24-005LY in place with the State of Washington Department of Enterprise Services to utilize their contract #20122 with Correctional Industries. The contracts cite RCW 39.26.050 and SCC 3.04.140(3) to demonstrate both contracts are consistent with the competitive purchasing requirements of both agencies. Correctional Industries produces, delivers, and installs furniture for living quarters at behavioral health facilities, dormitories, and other facilities with similar needs to the New Start Centers. The furnishings meet the durability standards required for the residents. The furniture has a warm, residential quality that allows the residents to feel at a home rather than at an institution. Use of the interlocal agreement allows the County to purchase the resident rooms furnishings at a discounted price.
