PURPOSE: Approval for Funding Award and to Issue the Contract for Affordable Housing and Behavioral Health (AHBH) funding for Emergency Bridge Housing at the Everett New Start Center
BACKGROUND: In 2021, the Washington State Legislature amended RCW 82.14.530 which authorizes counties to impose a sales tax for acquisition and construction of affordable housing, which may include emergency, transitional and supportive housing, and new units of affordable housing within an existing structure, or acquiring and constructing behavioral health-related facilities or land acquisition for these purpose or funding operations and maintenance cost of new units of affordable housing and facilities where housing related programs are provided, or newly constructed evaluation and treatment centers.
The Snohomish County Affordable Housing and Behavioral Health (AHBH) Fund has two revenue sources, a sales tax credit back to the County authorized by chapter 388, Laws of 2019 and codified at RCW 82.14.540, and a .01 sales tax authorized by chapter 222 Laws of 2020 and codified at RCW 82.14.530.
Snohomish County Council passed Ordinance 21-098, imposing a one-tenth of one percent sales tax for affordable housing and behavioral health and adding a new chapter 4.126 to Snohomish County Code.
Behavioral Health Capital Fund Investment Plan (Investment Plan) and requiring Council approval to issue capital contracts.
On May 8, 2024, a Request for Proposals (RFP) for Emergency Bridge Housing (EBH) was published with an application deadline of June 18, 2024. Three (3) applications were received for the EBH at the New Start Centers (NSC) Everett. One (1) application passed threshold criteria to move forward for review and recommendation for the Everett NSC.
July 25, 2024, the TAC met to review and evaluate applications and to make funding recommendations to the Policy Advisory Board (PAB) for the 2024 AHBH EBH Everett NSC project for a five-year period.
1. Award The Salvation Army first year funding for $1,457,948 and amount may be adjusted for cost-of-living increases and to meet the required level of operations and services negotiated to be provided by the agency.
2. Award funding for the balance of costs for the same five-year period to be contracted annually contingent upon performance and as approved in the County’s biennial budget.
3. Approve the Human Services Department to issue the annual contracts and contract amendments contingent upon incorporation of County policies as established into the contracts and amendments.
