PURPOSE: Council approval and authorize the Executive to sign the Washington State Department of Social and Health Services, Aging and Long-Term Care Administration, AAA State Federal Agreement.
BACKGROUND: The State/Federal Agreement provides funding for the following services, as specified in the AAA’s current area plan, either directly or through administrative oversight or subcontractors. The Snohomish County Area Plan on Aging includes the following services: 1. Title XIX Medicaid a. Core Services Contract Management b. Adult Day Services Program c. Nursing Services d. Case Management e. Community Living Connections/Information and Medicaid Administrative Claiming 2. Washington Roads 3. Senior Citizens Services Act (SCSA) 4. State Family Caregiver Program Support Program (SFCSP) 5. Kinship Caregiver Support Program (KCSP) 6. Kinship Navigator Program (KNP) 7. Senior Drug Education Program 8. Senior Farmers Market Nutrition Program (SFMNP) 9. Agency Worker Health Insurance (AWHI) for Non-Medicaid Services 10. Caregiver Training Tuition for Non-Medicaid Services 11. Home Delivered Meal (HDM) Expansion 12. Senior Nutrition Services 13. Program of All-Inclusive Care for the Elderly (PACE) 14. Care Transitions
SCC 2.10.010(28) authorizes the Executive to “approve grant documents (including but not limited to applications, certifications, contracts, and subsequent amendments) on behalf of the county for funds contributed to the county by grants that are included in a grant work plan approved by the county council by motion in accordance with SCC 4.26.025.” SCC 4.26.025 also authorizes approval in amounts up to $50,000 greater than the amount stated in the approved grant work plan. Motion 23-432 approved the 2024 Human Services Department Grant Work Plan. However, the grant amount exceeds the approved grant work plan by more than $50,000 and Council approval is required.
