PURPOSE: Approve and Authorize the County Executive to Execute the Washington State Department of Social and Health Services State Afghan Placement and Assistance (SAPA) Amendment
BACKGROUND: The Washington State Department of Social and Health Services (DSHS) Office of Office of Refugee & Immigrant Assistance reached out to Snohomish County to ask if we would support up to an additional 150 newly arrived Afghans as the Department of Defense prepares to close bases. This additional work has been supported through contract number 2263-39512 with DSHS to offer State Afghan Placement and Assistance (SAPA) program services to SAPA-eligible Afghan settlers for their safe and successful resettlement in our county. This contract was approved through Motion 22-051. Under this contract, Snohomish County and our partners have been administering the SAPA program in Snohomish County to serve approximately 150 Afghan refugees.
DSHS is offering the County a contract amendment which would extend the contract end date from 6/30/22 to 9/30/22 and allow additional services to these refugees beyond the original 90-day target period of resettlement assistance.
Motion 22-051 approved the agreement with DSHS but did not provide authority for the Executive to approve amendments.
