PURPOSE: Approval of Professional Services Agreement CC07-21 with Cascadia Consulting Group, LLC for RainScaping Campaign and Program Evaluation Services.
BACKGROUND: Polluted stormwater runoff is the major source of toxic pollution in the Puget Sound area. Untreated stormwater has adverse impacts on water quality and salmon, orcas and other aquatic life. Excess runoff contributes to flooding and erosion. Managing stormwater so that it soaks into the ground allows pollutants to be filtered out by the soil and helps prevent flooding and erosion. Reducing stormwater runoff is a key strategy in the Puget Sound Partnership’s Puget Sound Action Agenda. Surface Water Management seeks to launch RainScaping, a stormwater reduction behavior-change campaign, which will provide guidance from subject matter experts to residents who are willing and able to implement easier and less costly runoff solutions. Through a Request for Proposals (RFP) the Department of Conservation and Natural Resources - Surface Water Management Division has solicited the services of a consultant to assist the County with a RainScaping Campaign and Program Evaluation. Cascadia Consulting Group, LLC was one of two firms responding to RFP-013-21SB and was selected through established Federal, State and County policies and practices. A Professional Services Agreement between Snohomish County and Cascadia Consulting Group, LLC was negotiated. The total budget for this ECAF is $269,557.24, which includes the agreement amount of $245,052.24 and an additional 10% contingency amount of $24,505, for allowable unforeseen costs. The approving motion for the agreement authorizes the Director of Conservation and Natural Resources or designee to approve and execute amendments to the agreement within this total budgeted amount.
