PURPOSE: Approval of the Interlocal Agreement for Overlay Improvements within Silver Lake Water and Sewer District.

 

BACKGROUND: The County received federal NHS funding to overlay 132nd/134th/Cathcart Way from Seattle Hill Road to SR9. Silver Lake Water and Sewer District performed sewer line upgrades prior to the overlay which would have required a full width overlay. The County and Silver Lake Water and Sewer District agree that it is mutually beneficial for the County and District to work together cooperatively to complete a single overlay of the affected area. The County and Silver Lake Water and Sewer District have negotiated an ILA for Overlay services. This agreement is entered into under the regulatory authority of the Interlocal Cooperation Act, Chapter 39.34.

DEPARTMENT FISCAL IMPACT NOTES:  The expense and revenue totals are estimates based on past experience for the current year.  The actual yearly amounts will depend on the actual work performed.  The work will be billed for the actual time expended and the materials used and will include direct costs plus overhead.  Pursuant to the ILA, the City will reimburse the County for all actual County costs incurred.
