Title

AUTHORIZING APPROVAL OF PROFESSIONAL SERVICES AGREEMENT SWMCC15-24 WITH MODERN ENTREPRENEUR LLC DBA FIREBRAND CREATIVE

body

DEPARTMENT:  Conservation & Natural Resources/Surface Water Management

ORIGINATOR:  Connie Price/Don Robinett

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: To authorize approval of Professional Services Agreement SWMCC15-24 with Modern Entrepreneur LLC dba Firebrand Creative for PIC IV Social Marketing Strategies

BACKGROUND: The Lower Stillaguamish River Basin has been heavily impacted by fecal coliform pollution, leading to significant environmental and public health concerns. The pollution, stemming from failing septic systems, livestock manure, pet waste, and wildlife, has resulted in the closure of over 1,000 acres of commercial shellfish beds in Port Susan. Moreover, the shellfish areas in South Skagit Bay are now at risk of closure due to similar contamination. Fecal coliform, a marker for the presence of pathogens such as E. coli, poses serious health risks to humans and animals. The Snohomish County Shellfish Protection Pollution Identification and Correction (PIC) Program, funded by the EPA through a National Estuary Program (NEP) grant, has been working to identify and mitigate these pollution sources. The program’s efforts include water quality monitoring, providing technical assistance for on-site septic system management and livestock practices, and conducting educational outreach. To date, progress to reduce fecal coliform pollution in these areas has been limited, and there has been a recent decline in the utilization of technical assistance services offered by the Snohomish County Health Department and the Snohomish Conservation District. The purpose of this Agreement is to develop social media campaign strategies and digital advertising materials that would help educate and encourage property owners to reduce this form of pollution.
