Title
SUBAWARD AGREEMENT BETWEEN THE TULALIP TRIBES OF WASHINGTON AND SNOHOMISH COUNTY TO IMPLEMENT PORTIONS OF THE TULALIP FISH PASSAGE COLLABORATIVE I PROJECT
body
DEPARTMENT: DCNR - Surface Water Managment
ORIGINATOR: Daniel Howe/Dave Stewart
EXECUTIVE RECOMMENDATION: Approved
PURPOSE: Approve and Authorize Snohomish County Executive to sign subaward agreement between the Tulalip Tribes of Washington and Snohomish County to Implement Portions of the Tulalip Fish Passage Collaborative I Project.
BACKGROUND: The County will construct a 40-foot clear span bridge near 12512 Elliott Road, Snohomish, WA, and Elliott Road will be raised by about 2.5 feet to reduce road flooding from Anderson Creek. The creek will be re-aligned by excavating and grading a new stream channel upstream to follow a more natural path to the new bridge at the road low point. Fish habitat improvements will be constructed within the re-aligned stream channel. The Tulalip Tribes was awarded grant funds from the U.S. Department of Commerce National Oceanic and Atmospheric Administration (NOAA) Restoring Fish Passage through Barrier Removal Notice of Funding Opportunity to implement the Snohomish Cooperative Salmon Barrier Removal Project. Approximately $2.9 million of the construction cost for the project will be funded by the Tulalip Tribes grant funds. The remaining project construction cost will be jointly funded by County SWM and Roads funds. The Elliott Road project was approved in the 2025 Annual Construction Plan (Ordinance No. 24-080) as Transportation Improvement Program (TIP) # G.02.20 and the SWM Capital Improvement Program (CIP). The NOAA grant is also listed in SWM’s 2025 Grant Work Plan. The project is located in Council District #5.
