PURPOSE: Approval of Intergovernmental services agreement between Snohomish County and the City of Arlington concerning utility construction associated with the Burn Road Improvements Project.
BACKGROUND:
- The City intends to complete the Burn Road Improvements Project within the Arlington city limits, on Burn Road south of 207th Street NE, from the intersection of Burn Road and Old Burn Road, approximately 1000’ along Burn Road.
- The City has a franchise for occupancy of County rights-of-way for utility facilities and desires to have the County complete the following: install 266 linear feet of 12-inch perforated pipe, installed with three Type 1 catch basins, a 4’x8’ splash pad at the end of the pipe where it daylights, grind and pave 6,650 square feet on Burn Road lower section, both lanes of the 25’ roadway. Grind to 3” and paved back with ½ hot mix asphalt.
- The County and the City agree that it will be more efficient and mutually beneficial to both parties for the County to complete the Utility Work during construction of the project.

DEPARTMENT FISCAL IMPACT NOTES: Project number RR6383-401-26. The expense and revenue totals are based on construction estimates for the scheduled work. The actual amounts will depend on the cost of the actual work performed. The work will be billed for the actual time expended and the materials used and will include direct costs plus overhead. Pursuant to the ILA, the City of Arlington will reimburse the County for all actual County costs incurred.
