PURPOSE: Council approval for Executive signature on the Washington State Department of Commerce Interagency System Demonstration Grant Agreement

BACKGROUND: The Washington State Department of Commerce has provided Snohomish County an Interagency Agreement for the System Demonstration Grant for $20,466,012 for the period 7/1/2023 through 6/30/2025. The contract exceeds the approved 2023 Grant Work Plan via Motion 22-417 ($12;906,394) by $7,559,618. 

This program combines state homeless resources into a single grant opportunity under the administration of Washington State Department of Commerce, providing funding for coordinated entry, emergency shelter, rapid re-housing rent assistance, or permanent supportive housing and prevention assistance.  

Expedited request is for Council approval for the Executive to sign the SDG to fund programs that start July 1, 2023 and most programs are continuous and need the funding to avoid a disruption in housing and services.
