ITEM TITLE:

Title

Motion 24-394, authorizing the County Executive to sign adjustments to the amounts for individual disciplines in Exhibit A of Motion 22-137 to the Snohomish County Facilities On-Call Contract RFQ-009-21DW

body

DEPARTMENT:  Facilities and Fleet Management

ORIGINATOR:  Anna Morton

EXECUTIVE RECOMMENDATION:  Ken Klein 9/12/24

PURPOSE: To obtain Executive approval of the new Exhibit A-1 for Snohomish County Facilities On-Call contracts adjusting the estimated amounts for the individual disciplines.

BACKGROUND: This request is to expedite the approval of Exhibit A-1 to the Snohomish County Facilities On-Call contract changing the amounts for the individual disciplines. Much of this request is due to unanticipated, emergent needs. Such as additional building envelope services needed to evaluate, engineer, and oversee renovations of exterior conditions on buildings purchased by the County after the on-call agreements were initiated. Some of this need may be due to overlapping scope. Such as having minor adjustments to fire protection / life safety systems engineered by the electrical engineer when the larger scope of work on the project is electrical engineering. Some of this need may be due to contracts not being awarded from some disciplines which overlap with other disciplines. Such as sustainability / energy (LEED) scopes of work being assigned to architects, electrical engineers, or mechanical engineers who are LEED accredited professionals and well qualified to perform the work. The Motion is intended to adjust the estimated amounts for each discipline based on the realized needs to date. The combined umbrella amount payable not to exceed $13,750,000 across all disciplines over the time of the agreements will remain. However, the amounts listed for the individual disciplines were estimates created without knowing the projects that would be served by these on-call contracts. A few of the disciplines may come close to the estimate, while several may not approach the estimated amount at all.
