PURPOSE: The purpose of this ECAF is to approve and execute Amendment 3 to the Master Services and Purchasing Agreement with Axon Enterprise, Inc. to purchase Axon Investigate Licenses.
BACKGROUND: In 2020 the County completed scoring of RFP 15-19DW for Interview Management Solutions. An Agreement was executed with Axon Enterprise, Inc., the highest ranked responsive proposer, for their turnkey interview solution that includes hardware, installation and ongoing software to manage interview recordings. The intent of the Agreement was to act as a master agreement governing all subsequent purchases by the County for Axon products and services. The Agreement was amended in 2022 to add a body camera system and updated Tasers, and in 2024 to add a digital evidence system for the Prosecuting Attorney’s Office and Office of Public Defense. The Sheriff’s Office has been using pilot licenses for Axon Investigate, an on-premises video evidence processing platform that is integrated with Evidence.com through a no-cost pilot program, for more than twelve (12) months and has been advised by Axon that the County must now purchase the licenses.RFP-24-0357JM-C was published to solicit proposals for acquiring 386 licenses and Axon Enterprise, Inc. was selected by the Snohomish County evaluation committee as submitting the highest-ranking proposal to provide the licenses. Payments for licenses have been negotiated to align with biennial budget appropriation in 2025-2026 and the maximum cost for the term beginning 4/1/2025 through 3/31/2030 is $350,410.80 plus applicable sales tax. Approval of this Amendment 3 will allow the Sheriff’s Department to acquire 386 Axon Investigate licenses.

DEPARTMENT FISCAL IMPACT NOTES: IT anticipated this cost in the 2025-2026 IT rates for the Sheriff’s Office and ongoing annual maintenance fees will be included in the 2027/2028 IT rates and budget.
