EXECUTIVE RECOMMENDATION:  Approved by Lacey Harper 8/8/23

 

PURPOSE: Motion to increase the Health Department’s 2023 adopted FTEs by 9.0 FTE

 

BACKGROUND: The Department has received additional grant funding mid-year and would need to spend the funds or return those not spent at the end of the grant period. 6.50 Regular FTE will be hired utilizing Foundation Public Health Services (FPHS) funding through DOH which started July 1, 2023. These FTE will provide programmatic work for Substance Use Prevention, Public Health Emergency Preparedness and Response, Environmental Health Community Outreach Violence and Injury Prevention, Strategic and Policy planning and Finance office. A 0.50 Regular ARNP (Advanced Registered Nurse Practitioner) FTE will be increased to 1.0 utilizing Sexually Transmitted Infection (STI) Clinic funding through State Legislature starting July 1, 2023. This 0.5 additional FTE will authorize a currently vacant ARNP role that has been difficult to fill to become a 1.0 FTE with the addition of that 0.5 FTE authority. A 1.0 ARNP role should be easier to fill.  2.0 Project FTE will be hired utilizing American Rescue Plan Act (ARPA) funding the Department received during the integration. These FTE will be hired as Permit Technicians working with Food Safety to increase our response time to plan reviews. This is where business owners submit plans for a new restaurant and need our Environmental Health Specialists to approve their layout. Permit techs have been hired in our Land Use program which has seen an increase in turnaround time, we believe adding these 2 roles will increase our turnaround time.
