PURPOSE: The purpose of this ECAF is to approve and execute Amendment to the Website Development and Hosting Agreement for CivicPlus to add CivicOptimize services.
BACKGROUND: The County entered into an agreement with CivicPlus in 2013 for the development of the County website. The Agreement states that additional services may be added by amendment or separate agreement. The CivicSend module was added in 2015, ADFS and HTTPS software services were added in 2016, PlatinumPlus Security services were added in 2018, and Media Hosting was added in 2019. Civic Resident and Community Engagement is a core priority for Snohomish County fovernment and is a key strategic initiative for Snohomish County IT. The addition of the CivicOptimize module will enable residents to engage with and submit or provide input to County departments, offices and courts. Approval of this Amendment 4 will allow the Department of Information Technology to add the CivicOptimize module to the agreement. CivicPlus is offering a generous discount only if this contract amendment is fully executed before 12/31/2021. Expedited handling with signature by 12/29/2021 is being requested in order to provide a savings to the County of $8,250.

DEPARTMENT FISCAL IMPACT NOTES: This investment is part of IT’s pandemic strategy and increases accessibility for residents and businesses to engage in remote business with Snohomish County. IT anticipates a budget transfer in late 2021 to provide funding for this and other pandemic response outlays.
