PURPOSE: The purpose of this ECAF is to approve and execute the Professional Services Agreement with CMX Medical Imaging (CMX) for a radiology software platform for the Medical Examiner (ME).

 

BACKGROUND: The ME desires to replace the existing aged on-premise software to store their X-Ray (radiology) images, and acquire a new cloud-based, zero footprint, radiology picture archiving and communication system (PACS).  The County published RFP-23-040JM-C to solicit proposals for the software platform and CMX in partnership with Konica Minolta Medical was selected by the Snohomish County evaluation committee as submitting the highest-ranking proposal to provide the Konica Minolta Symmetry PACS product subscription.   The term of this Agreement is five (5) years, and may be extended or renewed in additional five (5) year terms, for the duration of the County’s use of the system. The initial acquisition is being funded through Coronavirus Local Fiscal Recovery Funds pursuant to the American Rescue Plan act (ARPA CLFR) and the Agreement includes the additional terms and conditions required by the federal grant program.  Ongoing maintenance and support will be funded by the Medical Examiner budget.  Approval of this Agreement will allow the ME to acquire and implement the new Symmetry PACS software subscription.

DEPARTMENT FISCAL IMPACT NOTES:  The necessary funds for this purchase are included in the ORR 2024 approved budget, and ongoing maintenance and support will be included in the Medical Examiner’s requested 2025 budget.

OTHER DEPARTMENTAL REVIEW/COMMENTS:  Reviewed/approved by:  Risk Management (Sheila Barker 4/30/23) and Finance (Nathan Kennedy 5/1/24).  The outcome of this RFP is a contract with Konica Monolta as well as their authorized reseller, CMX Medical. The structure cannot be approved as to form, although the agreement documents have undergone DPA review, and we have taken recommendations under advisement in the final agreement.
