body

DEPARTMENT:  Public Works

ORIGINATOR:  Lori Ericsson

EXECUTIVE RECOMMENDATION:  Approved by Thomas Teigen 10/30/26

PURPOSE: Approval of 2027-2029 On-Call Consultant Services Master Agreements for the Engineering Services Discipline with AAR Testing Laboratories, Inc., AKS Engineering & Forestry, LLC, CIC Valuation Group, Inc., Commonstreet Consulting, LLC, Contract Land Staff, LLC, David Evans and Associates, Inc., DOWL, LLC, GeoEngineers, Inc., Haley & Aldrich, Inc., Integra WA, Inc., Jacobs Engineering Group, Inc., Kane Environmental, Inc., KBA, Inc., Kimley-Horn and Associates, Inc., KPFF, Inc., Otak, Inc., PACE Engineers, A Verdantas Company, Parametrix, Inc., Perteet, Inc., RHC Engineering, Inc., Safe Environment of America, Inc. dba Med-Tox, Shannon & Wilson, Inc., Terracon and WSP USA, Inc.

BACKGROUND: •                     Historically, PW has used consultants through the On-Call program to perform work where the required expertise or County staff is not available.  This work is always performed under the direction of a Project Manager employed by the County. •                     Since project volume and the required expertise for certain elements of the approved projects are not available through County staff, PW has determined a need for the continued use of on-call consultants. •                     The above referenced consultants were the highest ranking of the one-hundred and two (102) consultants responding to RFQ-26-0705BC, for On-Call Consultant Services, and were selected through established Federal, State and County policies and practices.   •Twenty-four (24) Engineering Services Agreements have been negotiated under a Professional Services Master Agreement.  The scope and cost of each project will be negotiated under task assignments that will be authorized by the Department Director or designee •                     PW intends to perform work in-house, to the extent possible.  The Master Agreements clearly state that the County does not guarantee that any services shall be requested, nor does it guarantee any specific dollar amount of work during the term of the Agreement. •                     Total payments for services under the Engineering Services Master Agreements shall not exceed the umbrella amount of $11,400,000.00
