PURPOSE: The purpose of this ECAF is to approve Amendment 5 to the Master Contract with Code Publishing, LLC, which provides an automated vendor hosted online code system for users to readily search, find, and retrieve applicable County laws.  Approval of this Amendment 5 will allow the Health Department to have their code updated and have annual support administered through the County agreement.

 

BACKGROUND: Every department of Snohomish County is a consumer of County Code directing its operations.  Both the public and private sector benefit from an accurate and accessible presentation of the Snohomish County Code.   In March 2012 the County issued RFP-07-12 to procure a vendor hosted automated online code system for users to readily search, find, and retrieve applicable Snohomish County laws.  In addition, presentation of an automated County Code benefits a wide varied audience.  As a result of the competitive search via RFP-07-12, the County Evaluation Team rated the Code Publishing, LLC, proposal with the highest score overall, and a master contract was negotiated with Code Publishing, LLC to provide the services. In accordance with Sole Source 006-21BT, Code Publishing, LLC is the only vendor that provides proprietary software updates for the services.   The Snohomish Health District was integrated into Snohomish County effective December 31, 2022, and now operates as the Snohomish County Health Department. The County wishes to add codification services for the Snohomish County Health Code to the County’s Agreement with the Contractor. The increase to the Agreement for the Health Code codification services shall not exceed Nine Thousand Seventy Dollars ($9,070.00) plus applicable sales tax for the period beginning with the execution of this Amendment 5 through October 7, 2026.  Expedited handling is requested as the Health Department needs to have their online code updated as soon as possible.
