PURPOSE: Snohomish County Council approval of the License Agreement between Snohomish County (“Licensor”) and Thrift Recycling Management, Inc. (“Licensee”) and to authorize the Property Officer or the Director of Facilities and Fleet to sign the License Agreement and any other documents necessary to carry out the terms and conditions of the License Agreement.
BACKGROUND: Licensee currently has a License Agreement with Snohomish County that allows placement of book bin receptacles on Snohomish County owned recycling and transfer station facilities that will expire December 31, 2021. Placement of the book bin receptacles allows for re-circulating, recycling, and reusing of books through the Licensee’s programs. The new License Agreement will allow the Licensee to continue the placement of book bin receptacles on the County’s recycling and transfer station facilities beyond December 31, 2021. The term of the new License Agreement with the Licensee will commence January 1, 2022 and end December 31, 2025. The Licensee shall pay no license fee as their use of the County-owned facilities is considered a public benefit to the citizens of Snohomish County which saves taxpayers of Snohomish County money by recovering CD’s, DVD’s, magazines, books and other reading material that would otherwise end up in a landfill. The License Agreement may be terminated by either party with thirty days prior written notice.
