PURPOSE: To adopt text, policy, and map amendments to the Snohomish County Growth Management Act Comprehensive Plan (GMACP), and adopt an Urban Growth Area Land Capacity Analysis. The County is planning for a resilient, vibrant, and inclusive future and the GMACP will guide Snohomish County on a wide range of topics and services over a 20-year time period. The GMACP reflects the vision and priorities of Snohomish County communities and residents, while meeting requirements of federal, state, and local law.

 

BACKGROUND: The County is required to conduct a periodic review of its GMACP pursuant to Revised Code of Washington (RCW) 36.70A.130(3), which directs counties planning under the Growth Management Act (GMA) to take legislative action to review and, if needed, revise their comprehensive plans and development regulations to ensure that population, employment, and housing growth for the succeeding 20-year period can be accommodated. An interdepartmental County team reviewed the existing Comprehensive Plan that last went through a periodic review in 2015, and engaged the public to revise the text, policies, and maps of the GMACP to plan for the forecasted growth. The Planning Commission received briefings on the GMACP on March 28, April 25, May 23, June 27, July 25, August 22, September 12, and September 26, 2023. The Planning Commission held a public hearing on October 24, 2023, and then deliberated the GMACP on November 14 and 15, 2023. The Planning Commission made recommendations as detailed in their recommendation letter dated January 16, 2024, and the County Executive made additional recommendations as outlined within his March 26, 2024, memorandum that are reflected within the GMACP.

Pursuant to RCW 36.70A.130(5), adoption of the Snohomish County GMACP is required by December 31, 2024. The ECAF is expedited so that this mandatory project has adequate time for review in front of the County Council, the Final Environmental Impact Statement (FEIS) can receive early direction, and adoption could be concluded prior to review of the County’s budget.
