ITEM TITLE:

Title

NPDES Phase I Municipal Stormwater Permit WAR04-4502 S4.F Notification of Discharge from the Snohomish County Storm Sewer System to Douglas Creek.

body

DEPARTMENT:  Conservation and Natural Resources

ORIGINATOR:  Bill Leif

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: Notify the Washington State Department of Ecology of polluted discharge from the County storm sewer as required by the NPDES Phase 1 Municipal Stormwater Permit.

BACKGROUND: The Washington State Department of Ecology (Ecology) issued a National Pollutant Discharge Elimination System (NPDES) Phase 1 municipal stormwater permit to Snohomish County and five other municipalities in Washington State.

The County is required to submit a notification to Ecology when a discharge from our storm sewer may have caused or contributed to a violation of a state water quality standard.

Water samples collected on June 17, 2025, from a County storm sewer catch basin on 228
th St. NW had high levels of E. coli bacteria.  The laboratory results were received on July 15, 2025.

The results indicate a possible non-stormwater discharge to the County storm sewer from the nearby Schenk Packing Company.

The County sent a letter on July 28, 2025, to Schenk Packing Company requesting that they examine their operations during the relevant period.

The County also sent an email on July 31, 2025 to the Department of Ecology Permit Manager of Schenk’s State Waste Discharge Permit.

The County must submit the notification letter to Ecology no later than August 14, 2025.
