ITEM TITLE:

Title

Ordinance 24-108, approving an Interagency Grant Agreement between Snohomish County and the Washington Traffic Safety Commission for the creation of a Traffic Safety Resource Prosecutor Program

body

DEPARTMENT:  Prosecuting Attorney

ORIGINATOR:  Ellen Hagey

EXECUTIVE RECOMMENDATION:  Approved by Ken Klein 11/19/24

PURPOSE: Requesting the County Council to pass an ordinance that authorizes the County Executive to sign the interagency grant agreement with the Washington Traffic Safety Commission.

BACKGROUND: The Washington State Traffic Safety Commission (WTSC) wishes to establish a Traffic Safety Resource Prosecutor (TSRP) Program in the Snohomish County’s Prosecuting Attorney’s Office.  The TSRP provides specialized training and education to prosecutors, law enforcement officers, judges, probation staff, legislators, and hearing examiners on key topics related to impaired driving enforcement. The goals of the program are to increase the successful prosecution of DUI related cases, to hold offenders accountable, and to heighten public safety.  An experienced deputy prosecuting attorney (DPA) from the PAO will implement the TSRP Program.  The Council approved in November 2024 (Motion 24-459), the creation of a new position in Fund 130, which the DPA will occupy.  The grant award is for $225,852.50, and the grant term is December 1, 2024, through September 30, 2025.  The PAO requests the County Executive to sign page 20 of the interagency grant agreement.
