PURPOSE: To obtain the Executive’s approval of the Interagency Grant Agreement between Snohomish County and the WTSC for the TSRP Program.

BACKGROUND: The Washington State Traffic Safety Commission (WTSC) awarded Snohomish County a grant in 2024 to establish a Traffic Safety Resource Prosecutor (TSRP) Program in the Prosecuting Attorney’s Office (PAO). The TSRP Program provides specialized training and education to prosecutors, law enforcement officers, judges, probation staff, legislators, and hearing examiners on key topics related to impaired driving enforcement. The goals of the program are to increase the successful prosecution of DUI related cases, to hold offenders accountable, and to heighten public safety. An experienced Snohomish County deputy prosecuting attorney (DPA) serves as one of two DPAs statewide who implement the TSRP Program. The Council approved the initial TSRP Interagency Agreement in 2024, with a term of December 1, 2024, through September 30, 2025 (See Ordinance 24-108); and the 12-month renewal of the Agreement in 2025, with a term of October 1, 2026, through September 30, 2026. The new Interagency Agreement has a 12-month term that runs from October 1, 2026, through September 30, 2027. The award is for $306,870.78. The TSRP grant is included in the PAO’s 2026 Grant Work Plan (Motion 25-456). The PAO requests the County Executive to sign page 22 of the interagency grant agreement.
