Title
Amended Ordinance 23-091, approving agreement with Washington State Department of Health for the sharing of opioid overdose data, confidential information or limited datasets
body
DEPARTMENT: Health Department
ORIGINATOR: Rhonda Smids-Osborne
EXECUTIVE RECOMMENDATION: Lacey Harper (9/5/23)
PURPOSE: This agreement is between the Washington State Department of Health and Snohomish County acting through its Health Department for access to the DOH Rapid Health Information Network (RHINO) Opioid Overdose Dashboard. This agreement allows Health Department staff access to opioid overdose data for Snohomish County.
BACKGROUND: Drug overdose is a persistent public health problem for Washington State residents, and it is imperative for public health partners to know how this public health problem is impacting their communities. The Rapid Health Information Network (RHINO) program is responsible for syndromic surveillance data collection, analysis, and distribution at the department. Syndromic surveillance data is collected in near real-time from hospitals and clinics from across the state. Key data elements reported include patient demographic information, chief complaint, and coded diagnoses. Use of this system allows the Health Department access to data needed for programmatic work.
