EXECUTIVE RECOMMENDATION:  Approve

 

PURPOSE: Approval of Agreement CC04-21 will allow Public Works to utilize Lee & Associates Commercial Real Estate Services, LLC for Real Estate Brokerage and Marketing Services at the Snohomish Shops property.

 

BACKGROUND: In 2008 the Road Maintenance Division transferred their operations from the 9.4-acre Snohomish Shops property to the Cathcart facility. As a result of the previous shops’ operation some soil contamination occurred.  Remediation has been completed and a Department of Ecology No Further Action determination was obtained in 2013 on the lower terrace. Remediation is currently being performed on the upper terrace. Over the past five years the County and the City of Snohomish have discussed possible future redevelopment of the property.  Public Works’ objective is to sell the property to provide revenues to fund other County projects.  The property will be sold “as is/where is.” Public Works does not have the expertise to provide Real Estate Brokerage and Marketing Services. Through a Request for Proposals (RFP) Public Works has solicited the services of a consultant to assist the County with Real Estate Brokerage and Marketing Services.  Lee & Associates Commercial Real Estate Services, LLC was one of three firms responding to RFP008-21SB and was selected through established Federal, State and County policies and procedures. A Professional Services Agreement between Snohomish County and Lee & Associates Commercial Real Estate Services, LLC was negotiated for an amount not to exceed 4% of the purchase price of the property.
