PURPOSE: Approval of Grant Agreement 24-52238-209 with the Washington State Department of Commerce for the Cathcart Solar/Battery Storage/Microgrid Project.

 

BACKGROUND: Public Works Cathcart Way Operations Center currently maintains a closed landfill at the site where staff, vehicles and equipment are located.   PW proposes to use this space to build a 3 Mega Watt or larger solar photovoltaic (PV) project on the closed landfill site in order to reduce our carbon footprint, and ensure we meet our power needs during long outages while saving limited and scarce diesel fuel for County vehicles and other equipment needs during major emergencies. Public Works responded to Department of Commerce’s call for grants in April 2024 and was awarded $425,000 for the Cathcart Solar/Battery Storage/Microgrid project. PW will use the grant funding to complete Phase 1 of this project which includes an engineering feasibility study, up to 90% design and permitting.  Commerce will reimburse 100% of the project costs, with no match requirement, up to $425,000 through the grant completion date of June 30, 2025.  The County will continue to compete for other funding opportunities in order to build the solar panel system.    This grant is not included in the 2024 approved budget and requires Council approval and executive signature on the Grant Agreement.
