PURPOSE: Approve a Motion Amending the 2022 Annual Action Plan

 

BACKGROUND: Snohomish County is the representative member of the Snohomish County Urban County Consortium (Consortium) for purposes of application, receipt, and administration of federal grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG). 

The amendment includes two proposed substantial amendments to the 2022 Annual Action Plan (2022 AAP), one for Snohomish County CDBG funds and one for the City of Everett HOME Program Income. 

1. YWCA of Seattle-King County-Snohomish County - Families in Transition (YWCA-FIT) 

Pursuant to Motion No. 22-162, The 2022 Annual Action Plan was approved May 4, 2022, and included an award of $139,576 in CDBG funds for the YWCA-FIT project. The project provides home-based case management and Individualized support services to low income, homeless, single parents ages 18 and older with disabilities and their dependent children in permanent supportive housing.  This substantial amendment is proposing to expand the population served to include low-income, homeless households with disabilities in permanent supportive housing without children. The YWCA-Fit program does not have enough households with children on their caseload in need of services to meet their contract goals but have households without children that need the services and could benefit from the program.

This change will not reduce or have a negative impact on their ability to serve the original target population and there are no changes to the number of households to be served. 

2. City of Everett - HomeSight - Homebuyer Purchase Assistance Program 

Pursuant to an interlocal agreement, 21% of the Consortium’s HOME funds are set-aside each year for affordable housing projects that benefit residents of the City of Everett and the City of Everett’s Urban Growth Area.  The projects are selected through the City of Everett’s project selection process and undergo both city-wide and county-wide citizen participation requirements. The City of Everett is a member of the Snohomish County Urban County Consortium for HOME funds.   

Entitlement jurisdictions receiving HOME funds are required to include in each Annual Action Plan, HOME Program Income (HOME PI) collected in the prior program year for use in the upcoming year’s project activities.   

The City of Everett is proposing to add $63,759.82 in 2021 HOME PI to the 2022 AAP for the City of Everett - HomeSight-Homebuyer Purchase Assistance Program. Through HomeSight, the program provides purchase assistance to low- and moderate-income first-time homebuyer households in the City of Everett and the Everett Urban Growth Area.  

Purchase assistance is provided through second or third mortgages up to $50,000 per household at three percent deferred interest for 30 years with no monthly or annual payments.  Repayment is due at the time of resale, refinance, or transfer of property.  Repaid funds including the amount of purchase assistance and any shared appreciation is program income and is used to provide additional loans to future first-time homebuyers under the program.   

The amendments underwent a required ten-day comment period with the Consortium’s Housing and Community Development Policy Advisory Board (PAB) which closed on April 17, 2023, and a required 30-day public review and comment period which closed on May 24, 2023.  No comments were received from either comment period.
