PURPOSE: Approve acquisition grant application to be submitted to the Washington State Recreation and Conservation Office for the following parks and programs: Martha Lake Park Expansion (WWRP-Local Parks)

 

BACKGROUND: Snohomish County has identified several park capital projects within the 2024-2030 Capital Improvement Program (CIP} for completion. The Snohomish County Park and Recreation Element (PRE) identifies pursuit of grant funding as an implementation measure to support completion of capital projects. The parcel adjacent to Martha Lake Park was identified early in the preferred plan process as a potential option for expanding Martha Lake Park for public recreation use. The County received a willing seller letter for the parcel and now seeks to apply for an RCO grant to help fund the acquisition. Snohomish County parks is in the process of ordering an appraisal for the site; the requested grant funding amount will be based on current assessor’s value. The Washington State Recreation and Conservation Office (RCO) distributes grant funding through a variety of programs authorized by state law. RCO is accepting applications for several of these programs in 2024 and requires authorization of grant applications for these programs. Snohomish County has a long history of successful applications to RCO and funding support.
