PURPOSE: The purpose of this ECAF is to approve and execute an Agreement for Professional Services to provide website redesign consulting services.
BACKGROUND: The County currently has approximately 7,000 active webpages, 100,000 documents/images, and 100 webforms across multiple websites - all hosted on CivicPlus; there is a main County website, and separate sites for the Airport, Fairgrounds, and Health Department. The combined traffic to all sites is approximately 1.5 million users/month. While the Snohomish County IT department manages global web presence, the content management has been delegated to publishers throughout the County, over 29 separate departments/offices and many lines of business. The primary focus of the consultant will be the main County website, but all websites are being included in the scope for awareness, evaluation, and understanding impacts to navigation or other design elements. The County sites have grown over time without a well-defined information architecture. In addition, the County has not consistently followed publishing guidelines for creating and maintaining content. This has led to a user experience that makes information hard to find, inconsistent in design and does not always meet the County’s customers’ needs or expectations. The County needs the services of a consultant to provide a plan for a comprehensive update to modernize the County’s public websites and provide a modern, accessible platform for customers to easily utilize when engaging with County government to obtain services and information. RFP-23-037BC was published to solicit proposals for website redesign consulting services and Anthro-Tech, Inc. was selected by the Snohomish County evaluation committee as submitting the highest-ranking proposal to provide the services. The maximum cost for these professional services is expected to be One Hundred Twenty-Eight Thousand One Hundred Sixty Dollars ($128,160) during the contract term, including any extensions or renewals. The Agreement allows for an extension of up to six (6) months. Approval of this Agreement will allow the IT department to proceed with redesign of the County’s website.
