PURPOSE: Approval of the Interagency Agreement between Snohomish County Transportation Benefit District (TBD) and the Department of Licensing for the collection of vehicle license fees
BACKGROUND: • On August 12, 2026, the Snohomish County Council approved Ordinance No. 26-009 authorizing the collection of a $20.00 annual vehicle fee through the Department of Licensing (DOL). • Funds will be used to acquire, construct, improve, provide or fund transportation improvements identified in the County’s transportation planning document, the annual construction plan, the transportation improvement program, the comprehensive plan and the biennial budget • The Washington State Department of Licensing is the agency tasked with collecting the fees on behalf of all cities and Counties. • An agreement between the Snohomish County Transportation Benefit District and the Department of Licensing has been negotiated for the collection of fees. • Anticipated annual collection is estimated at $6,0000,000. • The proposed agreement will remain active through February 25, 2031. • 1% of all fees collected will be retained by DOL for processing and administration.
