PURPOSE: Change Order 5 to extend the existing contract with PASSUR Aerospace, Inc. for an additional five years and add an option to integrate Symphony Contours with Virtual Noise Monitors (VNMs) at any time during the Amendment terms.

 

BACKGROUND: .

                     Paine Field has utilized a radar flight tracking program for over 20 years.  PASSUR Aerospace, Inc. (formally L3Harris) is a database and flight tracking software company that is focused exclusively on airports and airport related noise and flight operations tracking programs. 

                     PASSUR’s original contract was approved under RFP 075-13, Motion 13-406 on October 9, 2013.

                     Change Order 005 will extend the contract for an additional five years to maintain the airport’s Noise & Operating Monitoring System (NOMS) at $92,996 annually.

                     This Amendment will also add an option for Paine Field to add the Virtual Noise Monitors (VNMs) module at any point during the agreement’s term for $15,000 annually.

                     VNMs provide the flexibility to model expected noise at a given location and elevation based on aircraft type, etc. in the absence of physical hardware at the given location.

                     Change Order 005 with all optional items included shall add an additional $539,980 to the contract which shall bring the contract total not to exceed $1,414,860.
