ITEM TITLE:

Title

Motion 26-090, authorizing approval of the agreement for design and engineering services for the Snohomish County Food and Farming Center Project

body

DEPARTMENT:  DCNR/Parks and Recreation

ORIGINATOR:  Rachel Dotson

EXECUTIVE RECOMMENDATION:  Approved by Tom Teigen 2/10/26

PURPOSE: To approve Agreement for Professional Services with Graham Baba Architects, PLLC.

BACKGROUND: Snohomish County is developing a Food and Farming Center that will serve as a resource for the region’s fruit and vegetable farmers. Since 2022, DCNR has completed on-site testing, preliminary site studies, public outreach, stakeholder engagement, and successful grant applications. DCNR is also actively preparing RFPs to secure an alternative facility to temporarily operate equipment associated with the project’s USDA grant. The project began under a progressive design-build contract, through which the County received a project validation report. This report compiles the project vision, background research and analysis, site studies, an operating pro forma, and preliminary design and cost estimates. In part due to the cost of proceeding under the progressive design-build delivery method, DCNR determined that the design-bid-build delivery method was the most appropriate approach for this project. DCNR subsequently advertised RFQ-25-0551JM for Design and Engineering Services for the Food and Farming Center. Following evaluation of RFQ scores and interviews, Graham Baba Architects, PLLC was selected as the highest-scoring and best-qualified team to complete the project. This motion includes approval of a contract for value engineering, design development, and continued work to advance project permitting. It also includes a task to study the adaptive reuse of an alternative facility, which will not be undertaken unless an alternative facility is identified by the County and the task is determined to be necessary. Following the Design Development phase, an amendment is anticipated to complete detailed design, engineering, and permitting. Future amendments are also expected to include final design and construction administration.
