ITEM TITLE:
Title
Motion 26-444, authorizing the Executive to sign Interagency Agreement with Washington State Department of Commerce for the Environmental Health Software Platform Modernization Project
body
DEPARTMENT: Health
ORIGINATOR: Rhonda Smids-Osborne
EXECUTIVE RECOMMENDATION: Approved by Lacey Harper 10/28/26
PURPOSE: Enter into an interagency agreement with Washington State Department of Commerce for the modernization of the Health Department’s environmental health software platform. This funding will support the purchase and implementation of the Accela Civic Platform to enhance transparency, improve permitting processes, and strengthen public-facing services across the county.
BACKGROUND: The Department of Commerce is providing grant funding to help local governments modernize technology systems that support efficient permitting and improved public services. The Snohomish County Health Department was awarded funds to upgrade its environmental health software platform and has already contracted with Accela to implement the new system, with a projected go-live in spring 2027. The upgraded platform is expected to significantly improve database reporting capabilities, customer experience, and overall usability. These enhancements will modernize core permitting and reporting functions, resulting in faster, clearer, and more efficient service delivery for county residents and businesses.
