PURPOSE: Approve Amendment No. 3 with Ideal Option PLLC to provide mass spectrometer detection and novel substance identification. Snohomish County, through its Health Department, previously entered into an Agreement with Ideal Option PLLC for mass spectrometer services and has a need to extend the term and increase funds. This Agreement is the product of County RFP No. 24-005JM Mass Spectrometer Detection and Novel Substance Identification.

 

BACKGROUND: “Novel Substances,” are defined as illicit substances not previously identified by drug experts or not previously detected within routine surveillance in our jurisdiction. Examples include xylazine, clonazolam, etizolam, and fentanyl analogues. These substances are impacting the community, the criminal justice system, healthcare, and the individuals in substance use disorder (SUD) treatment programs. Typical lab panels used in SUD programs, crime labs, and hospitals focus on a few drug classes, such as alcohol, opiates, cocaine, cannabis, and amphetamines, and do not have the capacity to identify Novel Substances. Ideal Option will provide the Snohomish County Health Department (SCHD) with an up-to-date picture of the Novel Substances in Snohomish County’s illicit drug supply by detecting, collecting and sharing information about Novel Substances detects in Snohomish County.
