ITEM TITLE: AMENDMENT NO. 3 TO AGREEMENT FOR PLANNING AND DESIGN OF SNOHOMISH RIVER REGIONAL TRAIL

PURPOSE: Snohomish County Executive to approve and sign Amendment No. 3 adding scope and budget to a consultant agreement for planning and design of the Snohomish River Regional Trail.
BACKGROUND: In April of 2024, Snohomish County executed a Professional Services Agreement with Toole Design Group, LLC, to plan and design the Snohomish River Regional Trail. Since then, Toole has conducted site feasibility studies, public outreach, jurisdictional collaboration and stakeholder consultation, and analysis of alignment alternatives. This work is a supplement to Phase I - Alternatives Analysis of the project and supports the County through the planning and phasing work that precedes Phase II - Construction Documentation. Work in this amendment includes developing the technical information needed to inform phasing decisions, responding to stakeholder inquiries about specific alignment or design elements, and evaluating additional spur or connection routes as they emerge through ongoing discussion. Amendment No. 3 will add additional Scope of Work attached as Schedule A-1, add $203,829 attached as Schedule B-2 with updated hourly rates, and bring the total not to exceed amount of the agreement to $788,984.
