PURPOSE: Approval of Interlocal Agreement between Snohomish County and the City of Everett concerning the US 2 / I-5 interchange justification planning study
BACKGROUND:
- The highway interchange of US Highway 2 (US2) and Interstate 5 (I-5) is located within the City of Everett, Snohomish County. High traffic volumes, narrow traffic lanes and low-speed merging traffic frequently create extensive backups.
- The County and City are mutually impacted by this outdated traffic structure and resulting traffic volumes and collisions. The two agencies wish to collaborate on a planning study to evaluate improvement alternatives for future design and construction. The City of Everett will be the lead agency for this planning study, which was awarded $2M FHWA funds by the Puget Sound Regional Council in June 2020.
- The County will review and comment on the Study and grant access to the City to its right-of-way for performing the study. The County’s financial commitment is limited to a lump-sum payment of $150,000, with City of Everett paying the estimated $165,000 remaining balance.
