PURPOSE: Approval of an amendment to the 2021-2021 Master Collective Bargaining Agreement between Snohomish County and the Washington State Council of County and City Employees, AFSCME, AFL-CIO, to amend the Animal Control (Auditor’s Office) Addendum reflecting a process that will provide for On-Call/Standby compensation.
BACKGROUND: This would amend the (1) one-year Master Agreement with the Washington State Council of County and City Employees , AFSCME, AFL-CIO, Animal Control (Auditor’s Office) Addendum effective January 1, 2021 through December 31, 2021. This amendment updates the master agreement to reflect changes to the Animal Control (Auditor’s Office) Addendum brought about as a result of negotiations stemming from staffing issues. The amendment provides that employees who are scheduled and required to be on-call/standby shall be paid at a rate equal to the employee’s hourly rate per weekday and two times (2X) the employee’s hourly rate per weekend day and observed holidays. This provision is in-line with other units under the master agreement that have required on-call/standby situations
