PURPOSE: Approval of Amendment No. 1 to the Interlocal Agreement Between Snohomish County and the City of Bothell for Traffic Control Device and Street Light Maintenance, Engineering and Construction Services
BACKGROUND: The County and City have a Signal Maintenance Interlocal Agreement that was approved on February 20th, 2014. The agreement allowed for two, three-year extensions by written letter, which have been exhausted and the agreement is set to expire on February 20th, 2026. The County and the City are actively negotiating a new agreement however the parties have not come to an agreement of new terms and conditions. Therefore, the County and the City wish to extend the current ILA by one year to allow for additional time to negotiate a new, long-term interlocal agreement. Through the approval of this amendment the County will be able to perform traffic signal, flashing crosswalk, beacon and street light maintenance services within the boundaries of the City without a pause in services or payment to the County. The County performs signal maintenance for ten (10) cities (including Bothell) and (1) fire district in Snohomish County and (1) city in King County. This agreement is entered into under the regulatory authority of the Interlocal Cooperation Act, Chapter 39.34 RCW, RCW 36.75.207 and RCW 35.77.020-.040. Due to time constraints before expiration this amendment will be signed in Counterparts and therefore requires an ink signature.

The work will be billed for the actual time expended and the materials used and will include direct costs plus administrative fees. Pursuant to the ILA the City will reimburse the County for all actual County costs incurred.
