ITEM TITLE:

Title

Motion 25-346, authorizing the County Executive to sign the 2024 through 2027 Collective Bargaining Agreement between Snohomish County, Washington and the Juvenile Court Supervisors Association

body

DEPARTMENT:  Central Human Resources

ORIGINATOR:  Kathleen Kurjiaka

EXECUTIVE RECOMMENDATION:  Approved by Ken Klein 7/17/25

PURPOSE: Authorizing the County Executive to Sign the 2024 - 2027 between Snohomish County and the Juvenile Court Supervisors Association

BACKGROUND: This is a four (4) year agreement with the Juvenile Detention Supervisors Association in Superior Court effective January 1, 2024, through December 31, 2027.  This successor agreement incorporates various changes creating consistency with other units such as resignation tied to good standing for sick leave cash-outs along with retiree sick leave cash-outs, gender neutral pronouns throughout, and language clarity throughout the contract.  As with other agreements, this agreement provides a 4.51% cost of living adjustment effective January 1, 2024 and a 3.63% cost of living adjustment effective January 1, 2025, these representing 100% of the Seattle-Tacoma-Bellevue CPI-W.  Effective January 1, 2026, and January 1, 2027, this agreement provides an additional Step 6 and Step 7 on existing 5 Step pay scales respectively, in lieu of a cost-of-living increase.  This agreement supersedes the agreement that expired December 31, 2023, and covers 5 employees.
