PURPOSE: To obtain the Executive’s signature on the approval of the contract for RFP-24-020BC.

 

BACKGROUND: This Contract covers professional security consulting services starting with risk threat and physical security assessments for the following County sites:  Administration West, Robert J. Drewel (Administration East) including the parking garage, café and plaza, Cascade District Court, Evergreen District Court, South District Court, Health Department, Medical Examiner, Emergency Management and Carnegie Prosecutor space.  Facilities & Fleet Management sent out a public request for proposals which was responded to by fifteen (15) firms. Two firms were determined to be the highest scoring based on the preset criteria. Facilities, District Court and the Prosecuting Attorney interviewed the two highest scoring firms. The firms’ interviews were scored by each Department. True North Consulting Group had the best combined score.  The initial Scope of Work above (covered by this base contract) may result in requests for additional services from any of the departments involved in the initial study. These future services may include items such as (1) detailed security policies and procedures, (2) signage design standards, (3) staff training, (4) construction specifications and standardization for inclusion in facility improvement projects (furniture, fixtures, equipment, building design, etc.), (5) further assistance to address department specific security concerns, and (6) other items which have not yet been contemplated. Similarly, (7) departments and/or sites not involved in the initial scope of work may require these same security related services including assessments. Funding for additional services would come from departmental and project budgets.
