PURPOSE: The addition of Aspect Consulting, LLC to the 2023-2025 Engineering Services On-Call Consultant Services Program will allow the Department of Public Works (PW) to utilize Aspect Consulting, LLC on an on-call as-needed basis on time critical projects, and for projects where required staffing and/or expertise is not available.
BACKGROUND: Historically PW has used consultants through the On-Call program to perform work where the required expertise or County staff is not available. This work is always performed under the direction of a Project Manager employed by the County. At the end of 2022 the County executed thirty-two (32) Engineering Services On-Call Master agreements in eleven (11) subcategories. Since the execution of the Master Agreements one firm under the Engineering Geotechnical category terminated their master agreement. Due to the project volume under the Geotechnical subcategory and the fact that the required expertise for approved projects under this subcategory are not always available through County staff, PW has determined a need for an additional on-call consultant The above referenced consultant was the next highest rated consultant under the Geotechnical subcategory responding to RFQ-22-006SB and was selected through established Federal, State and County policies and practices. PW intends to perform work in-house, to the extent possible. The Master Agreements clearly state that the County does not guarantee that any services shall be requested, nor does it guarantee any specific dollar amount of work during the term of the Agreement. If approved, the Master Agreement for Aspect Consulting, LLC, under the Engineering Services category, shall include the not to exceed umbrella amount of $22,555,000.

DEPARTMENT FISCAL IMPACT NOTES: Funds for On-Call Consultant Services have been appropriated in the 2023 Budget. Revenues come from a variety of sources, as indicated on the annual construction programs. Funds for subsequent years will be requested in the specific year’s budget and will only be used if appropriated by Council.
