PURPOSE: The purpose of this ECAF is to gain approval to for an interlocal agreement (ILA) between Snohomish County and the Lake Stevens Sewer District to continue to provide technology and network services. The duration of this ILA shall be for five (5) years unless extended by mutual consent or terminated in writing by either party.
BACKGROUND: In 2019, the Lake Stevens Sewer District requested that Snohomish County, through its Information Technology Department, provide information technology services under an Interlocal Agreement (ILA). Snohomish County Information Technology department leverages the County’s existing technology infrastructure and expertise to support the Lake Stevens Sewer District (District). IT configures hardware and software on behalf of the District, and maintains and supports the District’s dedicated equipment, PC software and hardware. The term of the 2019 ILA expires October 27, 2023. This ILA renews the ILA and allows for the District to continue to request services from the County via Work Order (WO) beginning October 28, 2023 through October 27, 2028. The total cost of all WOs against this agreement shall not exceed eight hundred thousand dollars ($800,000.00) over the five (5) year term of the agreement.

DEPARTMENT FISCAL IMPACT NOTES: The revenue projected for this interlocal agreement shall not exceed $800,000 during the five (5) year term of this agreement and is anticipated in the 2023 IT submitted budget and will be included in the 2024 requested budget.
