COUNTY LETTER RESPONDING TO US GOLDEN EAGLE FARMS COMMUNICATION REGARDING THE SNOHOMISH RIVER REGIONAL TRAIL PROJECT

body

DEPARTMENT:  EXECUTIVE

ORIGINATOR:  PEJ MORGAN

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: County’s response to US Golden Eagle Farms letter regarding the concerns the Farm shared in their letter to the County.

BACKGROUND: Snohomish County ("the County"), in collaboration with the City of Everett, is planning to develop the Snohomish River Trail, a new regional trail that will eventually connect the City of Everett to the City of Monroe. Part of this development will occur on County-owned parcels identified as Assessor Parcel ID Nos. 28051000301000, 28051500100600, 28051400101000, 28051300301600, and 2805130030170. As a preliminary step in the project, the County planned to conduct a critical areas reconnaissance on its property, as well as on adjacent properties, including a parcel owned by US Gold Eagle Farms at 5508 Lowell Snohomish River Road, Snohomish, WA 98290 (Assessor Parcel ID 28051000300800). The County sent a letter to US Gold Eagle Farms outlining its intent to perform the reconnaissance and requested permission to survey the adjacent farm parcel. US Gold Eagle Farms responded with a letter of agreement and executed a Right of Entry Permit, granting the County access to their property. Though the project is in the early stages and no definitive route has been determined, the County shared a preliminary route with US Gold Eagle Farms, which included running the trail alongside the farm. Following the reconnaissance, the County requested if US Gold Eagle Farms would consider providing a letter of support for the project. Subsequently, the County received a request for a phone call from the Vice President of the parent company of US Gold Eagle Farms to discuss concerns about the potential impact of a public trail near the farming operation. This discussion was followed by a formal letter to the County Executive outlining their concerns. A response letter from the Executive, addressing the current status of the project and emphasizing that the trail alignment is still undetermined, is now ready for execution
