PURPOSE: For Council to approve a Professional Services Agreement with KPFF, Inc., for the O’Reilly Acres Access Bridge & Abutment Replacement Phase I

 

BACKGROUND: O’Reilly Acres is currently a land-banked park property of approximately 238 acres just south of Granite Falls. It is currently not open to the public. The Pilchuck River is the northern and western boundary of the site. The property is primarily accessed via a 1-lane metal bridge, approximately 70’x16’, of unknown age and builder, which crosses over the Pilchuck River. The bridge’s abutments are cabled log and timber structures. The abutments have deteriorated, causing the timbers to collapse, shift out of place and become partially dislodged. Cables have also broken and become loose and protruding. The base of the abutments have been undermined by scour. The compromised state of the abutments has resulted in the bridge “settling” over 12 inches on the North end. The bridge also tilts down on the upstream (east) side approximately 8 inches. Utilities attached to the bridge consists of 3 PUD water lines. Power is run overhead just east of the bridge. RFQ #25-0518BC was issued to solicit consultants to provide design and engineering services. KPFF Consulting Engineers, Inc., was selected through a competitive review process as the best qualified firm to complete the identified work. Project scope and budget for the first phase have been negotiated with KPFF for an amount not to exceed $543,405.
