PURPOSE: Authorizing the County Executive to Sign the 2024-2026 Collective Bargaining Agreement between Snohomish County and The Public, Professional & Office-Clerical Employees and Drivers Local Union 763 Affiliated with The International Brotherhood of Teamsters (Representing Corrections Supervisors)

BACKGROUND: This is a three (3) year agreement with the Public, Professional and Office-Clerical Employees and Drivers Local Union 763 affiliated with the International Brotherhood of Teamsters, representing Corrections Supervisors effective January 1, 2024, through December 31, 2026. This successor agreement includes changes consistent with most County bargaining units such as updated holiday language, additional steps for sick leave cash payment upon resignation tied to good standing, increase in life insurance, and housekeeping changes including gender neutral pronouns throughout.  Effective January 1, 2024, this agreement provides a 4.51% cost of living adjustment as well as a cost-of-living increase of 3.63% effective January 1, 2025, representing 100% of the Seattle-Tacoma-Bellevue CPI-W. Also, effective April 1, 2025, Appendix A provides wage adjustments for four classifications based on market analysis and budget constraints and converts those four classifications from the current 200-800 Corrections Supervisors rate table to the 200 Classified rate table. Effective January 1, 2026, this agreement adds an additional Step 6 to existing 5 Step pay scales respectively, in lieu of a Cost-of-Living increase and converts the remaining two classifications to the 200 Classified rate table. This agreement supersedes the agreement that expired December 31, 2023, and covers approximately 7 employees.
